The module of field control center and coordination of works on recovery from an accident (Command and Staff Module)

It is designed to provide necessary conditions for employment activities in the field, in situation and crisis room of Nuclear Emergency Response Committee alarm response force key staff of 13-15 people during stay of long duration in emergency response area.

Structurally Command and Staff Module of Mobile Control Post is represented by carbody with variable capacity 50 m2 in area with organization of the following working areas:

  • situation and crisis room for 13-15 people
  • room (working area) for 4 engineers/ experts;
  • work-room for Nuclear Emergency Response Committee alarm response force senior officer;
  • room for organization of secure communication;
  • technical rooms for power supply, communication facilities, telecommunication systems, and life support.

 

Command and Staff Module is equipped with the following complex of information technological systems (automation facilities) and management facilities (reporting facilities, data and communication facilities):

  • Radio communication system (mobile satellite communication, mobile cellular communication, USB-communication);
  • Telecommunication system;
  • Systems of information presentation, display, and processing;
  • Equipment included into external system – firewall/ walk-through encryptor VipNet Coordinator

 

Hardware-software complex and communication facilities of Command and Staff Module independently or linked with mobile communication center provide:

  • telephonic and radio communications from all workspaces;
  • intercommunication conversations (including audio conferencing) and communication with local automatic exchange subscribers directly or in confidential communication mode via satellite communication channels;
  • communication in trunk telephone network;
  • organization of videoconferencing with situation and crisis room of Situation and Crisis Center of Rosatom, technical support centers and communication terminals of main enterprises and organizations of Rosatom;
  • information exchange in both internal Local Area Network of Command and Staff Module and local network of Mobile Control Post, and with external network;
  • record-keeping and archivation of on-going negotiations.

 

The following standard automated workstations for official bodies of Nuclear Emergency Response Committee alarm response force and Mobile Control Post civil defence are organized in Command and Staff Module :

  • automated workstation for Nuclear Emergency Response Committee alarm response force senior officer (forces and facilities of Emergency Response Team software, response plan measures software);
  • automated workstation for Nuclear Emergency Response Committee alarm response force analytical expert (Geographical Information System software, radiation situation forecast summary software, BASKRO software, system and installation data base management system);
  • automated workstation for alarm response force duty officer (operational report record keeping software; call center software);
  • automated workstation for operator of software and engineering systems, Local Area Network of Nuclear Emergency Response Committee alarm response force field headquarters and collective presentation of information means, videoconferencing in Command and Staff Module;
  • automated workstation for communication and telecommunication systems engineer;
  • automated workstation for information security operator.

Engineer reconnaissance and reconnoitering car

It is designed to get members of Nuclear Emergency Response Committee alarm response force to emergency area for reconnoitering and location of Mobile Control Post deployment, support mobility of members of Nuclear Emergency Response Committee alarm response force in emergency area during establishing control over forces and facilities of Branch System of Prevention and Response to Emergency Situations Emergency Response Team, and immediate delivery of necessary material resources and equipment.

Chassis are executed on the basis of off-road luxury vehicle not more than 3500 kg, which provides average dally run about 1000 km.

The car consists of Nuclear Emergency Response Committee alarm response force senior officer, up to 2 attendants, and driver communication provider.

 

Communication systems and technological infrastructure of online control and coordination of works car must provide:

  • communication between Nuclear Emergency Response Committee alarm response force senior officer, deployed Mobile Control Post (field headquarters) of Nuclear Emergency Response Committee, recovery from an accident work managers, Emergency Response Team of Rosatom in emergency or accident area;
  • communication between Nuclear Emergency Response Committee alarm response force senior officer, facility emergency organizations of ministries and organizations in emergency area involved in recovery from an accident (RF Ministry of Internal Affairs, Federal Security Service of the Russian Federation, RF Ministry of Defence, Ministry of Health of the Russian Federation, Joint Stock Company “Russian Railways”);
  • telephone communication at a stand and on the run;
  • data reception and transfer with connectivity to Rosatom Information and Communication Network;
  • ground navigation with the use of satellite navigation set (GPS, GLONASS).

Mobile radiometric complex of radiological monitoring module

It is designed to provide immediate acquisition of data on nuclear environment in nuclear accident area, which is necessary for primary estimate, analysis, and clarification of nuclear environment at adjacent territories for making or refinement of solutions regarding nature of events aimed at population, staff, and environment protection from effects of ionizing radiation. With regard to solution of issues in the safety assurance system for nuclear materials and radioactive materials, radiological monitoring car provides search, localization, and identification of ionizing radiation sources in the course of search activities aimed at restore of control over temporarily lost nuclear materials or dangerous ionizing radiation sources.

Radiological monitoring car staff is to provide tool support and information and analytical support during accident reconstructive and accident exploration works in case of accidents and incidents with nuclear materials and radioactive materials, organization of technical monitoring over nuclear environment in the area of an accident with ionizing radiation sources, providing execution of the following functions:

  • presentation of accurate and timely data on the level and rate of danger, resulted from radiological emergency;
  • designation of injured territory length and danger duration;
  • presentation of detailed physical and chemical danger characteristics;
  • validation of protective measures, such as decontamination etc.

Technological infrastructure and functioning organization of radiological monitoring car are designed to perform works on radiological monitoring of territories with mapping of radiation parameters values afield, remote search of ionizing radiation sources, off-road as well, localization and identification of ionizing radiation sources, control over radiation dose level of Mobile Control Post staff, determination of equivalent dose capacity and/ or surface contamination, air, water, and soil sampling, and express analysis of sampling, acquisition, processing, and transfer of results, including intermediate results, radiological monitoring in Rosatom technical support centers.

Field communications module

Process module, which provides necessary channel infrastructure among Mobile Control Post modules and Rosatom central node of Information and Communication Network for information systems service delivery, videoconferencing, telephone communication and data transfer.

In the field deployment area of Branch System of Prevention and Response to Emergency Situations Mobile Control Post the following modes of communication are organized on the basis of field communications and MPU-R:

  • trunked system of 20 mobile operators with each other and with output to open channels of Moscow city telephone network – 2 channels with the use of codec in accordance with recommendation G.723.1/G.729, voice encoding rate – 6,3/8 kbps, voice data transmission speed in the channel – 12 kbps;
  • open telephone communication with Moscow city telephone network subscribers from 2 phones placed in the car with the use of codec in accordance with recommendation G.729, voice encoding rate – 8 kbps, voice data transmission speed in the channel – 12 kbps;
  • confidential telephone communication with Situation and Crisis Center of Rosatom subscribers or with other secure communication subscribers from four IP phones with the use of codec in accordance with recommendation G.729, voice encoding rate – 8 kbps, voice data transmission speed in the channel – 12 kbps;
  • confidential online data-transmission and file transmission circuit with group speed not less than 64 kbps. In case of traffic lowering from high-priority sources, group data transfer speed will mount;
  • confidential online data-transmission circuit. Video data is organized either with videoconferencing facilities located in closed area of Command and Staff Module, or with mobile video camera equipped with radio extender. Video stream speed from videoconferencing facilities or high-frequency symmetrical small-scale cable – up to 512 kbps;
  • Besides listed forms of communication, loudspeaker communication facilities are used as part of MPU-R, which does not have output to central earth station via satellite channel. Loudspeaker communication facilities is designed to transfer general messages without confidential information within the range of emergency response team, but not more than 100 m from Command and Staff Module or MPU-R car.

 

Expert module

is designed to:

  • organize workspaces of experts for operations estimate and model analysis, target settings and analyze radiological monitoring data, and prepare information for managerial decision making by Nuclear Emergency Response Committee;
  • provide nuclear environment clarification in significant points while movement;
  • provide information cooperation with remote technical support centers;
  • get members of Nuclear Emergency Response Committee alarm response force to location of Mobile Control Post deployment.

Control software over radiation monitoring data reception is installed in firewall, as well as designated nuclear environment simulation software.


Designated nuclear environment simulation software includes:

  • software for online computation of ionization radiation field characteristics (“BRIZ” software),
  • software (computer code) for express analysis of nuclear environment in case of radioactive emission (“TRACE” program module),
  • software (computer code) for analysis of nuclear environment in case of radioactive emission with the use of three-dimensional Lagrange trajectory stochastic model ( “Nostradamus” program module),
  • software for evaluation and analysis of surface water radiation pollution (“Cassandra” program module),
  • software for dose calculation for external and internal radiation of different radioactive sources (program module “Dose +”)
  • individual dose reading and accounting software for raising center of individual dosimetry means;
  • “Gamma-sensor” software of nuclear environment monitoring in the accident area or nuclear incident area provides display of data from spectrometer, gamma unit and GPS on base maps.

 

Cooperation and information sharing between mass media and society (reporting station)

It is represented by combination of television and telecommunication systems integrated into unified Information and Communication Network of Rosatom and designed to collect, process, and transfer of video and audio information from Nuclear Emergency Response Committee workplace, prepare presentation materials for general public and media personnel.


Video monitoring and video communication module provides:

  • site visit and streaming to video report center play-by-play (one high-quality video stream and up to three video streams with limited resolution and image frequency with routine switching from primary channel to any video source in the car is carried out via satellite channel);
  • record of video report play-by-play with the use of three video cameras simultaneously with subsequent transfer of video record to the center via satellite channel;
  • constant radiotelephone communication between Command and Staff Module and MPC;
  • fully functional operation with the use of autonomous emergency power units and diesel generating sets.

 

Housing development (field camp)

It is designed to provide living environment and rest conditions for members of Nuclear Emergency Response Committee alarm response force within 10 days in the field environment.

  • pneumo-framed modules for leisure areas, eating, and sleeping accommodations for members of Nuclear Emergency Response Committee alarm response force and technical staff;
  • stand-alone power generation means
  • autonomous and stationary heating (cooling) means for modules;
  • fire protection facilities;
  • food stuff storage facilities;
  • utility water and drinking-water containers;
  • means for food preparation (heating);
  • furniture for main and utility modules;
  • furnished sleeping accommodations and implements.
