Information and Communication Network for Nuclear and Radiation Safety

Unification of monitor centers information resources of different levels is carried out with the use of systems and means of dedicated Information and Communication Network for Nuclear and Radiation Safety of the State Corporation. Information and Communication Network for Nuclear and Radiation Safety provides for immediate delivery of all information required meeting the mandatory requirements for its information security.

In the performance of tasks assigned to branch Nuclear and Radiation Safety control system it is possible for subsystems and monitor centers of different levels to perform information exchange with other government and non-government general and single purpose information systems of the Russian Federation, and with international information systems.

Branch data collection and processing system provides:

  • receiving information from object data collection & processing systems and other sources;
  • primary operation, data standardization and event logs generation as a result of walk-down;
  • immediate data transfer to representation system of security parameters;
  • data recording into research and information repository. 

Branch research and information repository must provide:

  • storage of reference books and classifiers;
  • storage of security parameter values and permitted values (pre-alarm and alarm set points, admissible limit and threshold values etc.);

  • thematic information acquisition from other channels and dedicated sources;
  • purposeful analysis of collected information, its consolidation and drafting of thematic reports and notes.

Support system for making decisions by Nuclear Emergency Response Committee

The Intelligent Center of Information and Communication Network for Nuclear and Radiation Safety is represented by support system for making decisions by Nuclear Emergency Response Committee. This system must provide:

  • introduction of stationary and mobile objects of Nuclear and Radiation Safety integrated specifications as indices featuring generally levels of administration and occupational safety of the objects, and the degree of readiness and availability of control, operating, and response systems;
  • valuation and rating of critical situation considering available data;
  • prediction of accidents, possible scale, and radiation (and/or chemical) pollution degree;
  • integral assessment of accident probable consequences, including late effects;
  • development of recommendations with regard to emergency response subject to viable intervention level;
  • regulatory reporting;
  • analysis of incidents records and data files.

The concept of computer-based system of continuous integrated monitoring of nuclear and radiation hazardous objects and restricted articles transportation designed by Situation and Crisis Center of Rosatom completely responds to national policy regulations in the area of Nuclear and Radiation Safety control in the Russian Federation for the period until 2025 and represented by the complex of implemented engineering solutions of distributed monitoring system.

At the present time the priority growth area of the system is defined as:

  • perfection of testing parameters qualitative composition, and their aggregation into composite index of the site safety;
  • increase of system primary data sources and their credibility enhancement;
  • enhancement of the analytical part of the system.

Information and Communication Network for Nuclear and Radiation Safety of the State Atomic Energy Corporation “Rosatom” provides stable operations communications between the State Corporation central office and its businesses and organizations under any conditions, including emergency situations.

 

Data exchange and safety

Telecommunication basis for data exchange is represented by Information and Communication Network for Nuclear and Radiation Safety. Videoconferencing and emergency telephonic communication (on the basis of VoIP) with branch businesses and sites is carried out via groundborne wire-connected and satellite links. Satellite links are organized on the basis of the State Atomic Energy Corporation “Rosatom” institutional manufacturing system of satellite transmission. Internet resources are also used as additional (alternative, redundant) channel of immediate publicly available information exchange.

The core of information analysis system is represented by the system of on-line monitoring of nuclear and radiation hazardous sites and materials and by the radiation environment control system, providing for registration and accumulation of information on monitoring sites status and condition visual image. The system also allows to receive different sampled Points-of-View up to specified criteria, including time slots, organizations, classes of events such as abnormal situation/ emergency situation etc.

All the subsystems of information analysis system are based on unified complex of reference data – inquiry and communications system, submitting necessary information to industry players.

The information analysis system also includes the reporting system, implementing immediate automatic admission of reports, emergency alert system, providing automatic voice announcement for the members of Nuclear Emergency Response Committee, Nuclear Emergency Response Committee Expert Group, and staff of Situation and Crisis Center of Rosatom in case of emergency/ abnormal situation regime with completion of calls to specified user groups and record of reporting delivery confirmation.

Information security on protected sites is carried out by integrated multilevel safety system, structurally consisting of complexes with technological and software tools for information security, means of physical site protection and equipment to prevent unauthorized access, based on existing computer-based systems and organizational measures and procedures.

 

Data Processing Center of Nuclear and Radiation Safety

At the present time Data Processing Center of branch Nuclear and Radiation Safety control system is represented by computing infrastructure for secure centralized processing, storing, and submission of data, services, applications, carrying high degree of virtualization of its resources.

Data Processing Center of Nuclear and Radiation Safety servers are implemented with the use of high-performance commutation architecture with decent scalability and hardware clustering, and support for Data Processing Center resources virtualization technology. Hardware facilities and Data Processing Center of Nuclear and Radiation Safety operating systems provide high availability properties, reservation, and maintenance support without system shutdown.

The central core of Data Processing Center of Nuclear and Radiation Safety server-based architecture is represented by high-performance server complex IBM pSeries 595. The server includes 24-processor system POWER 6 with 4,2-GHz clock frequency and 128 GB distributed shared memory. The system operates under AIX 5.3 OS. Complex of server-based applications representing information core of Nuclear and Radiation Safety Information Communication Network is running on the server.

Most of application servers and data display servers are virtual machine-based, running on HP 460c G1 blade servers in HP Blade System c7000 enclosure.

Data Processing Center of Nuclear and Radiation Safety equipment is closely integrated with АТС HighPath 4000 office system.

Data storage system is designed for safe storage of information resources and access grant to them for servers. Data storage system can be considered as the basis for Data Processing Center structuring.

Storage Area Network functions as technique for collaboration between server complex and data storage system. High performance IBM TotalStorage SAN256B 256-port switch is the storage network core, which provides collaboration between server complex and data storage system.

Data warehouse is universal for all functional tasks. Meanwhile it is generally represented by several intelligent hard drive arrays (monolithic or modular), and one or several tape information storage systems connected to Data Processing Center server complex.

Data storage system of Data Processing Center of Nuclear and Radiation Safety is based on Hitachi USPV and provides storage of data up to 50 terabyte with desired reservation level and high-speed access.
