History

Situation and Crisis Center of Rosatom was created in accordance with the decision of E. O. Adamov, Minister on nuclear energy of the Russian Federation in 1998 for enhancement of efficiency of ministry activity as federal executive authority providing management of nuclear energy use and development of Branch System of Prevention and Response to Emergency Situations.

Conceptual issues relating creation, activity, and perspective development of Situation and Crisis Center of Rosatom were defined with appropriate recommendations by leading experts of Ministry of Nuclear Energy, Russian Academy of Sciences and other ministries and agencies.

In the process of creation of Situation and Crisis Center of Rosatom experience of relative centers in USA and France was taken into consideration, which rendered both consulting and financial assistance.

Official opening of Situation and Crisis Center of Rosatom took place 2 October 1999. Senior management of Ministry of Nuclear Energy, representatives from foreign countries and correspondents from nearly every leading Russian and from different foreign TV channels and print media attended the ceremony.

And 13 October Situation and Crisis Center of Rosatom for the first time engaged in action during Tokaimura nuclear accident in Japan.

Travelling operational team of Ministry of Nuclear Energy of the Russian Federation emergency response service consisting of Situation and Crisis Center and Emergency Technical Center of Minatom of Russia (St. Petersburg) forces and facilities headed the list among equivalent groups from more than 20 European, Asian countries, and the USA.

2002

in accordance with Rosatom order “On regulatory bodies of Branch System of Prevention and Response to Emergency Situations and immediate delivery of information” Situation and Crisis Center of Rosatom is to perform functions of daily regulatory body of Branch System of Prevention and Response to Emergency Situations of the federal level with the provision of day-night shift in Rosatom.

11 March

Situation and Crisis Center of Rosatom supports work of Nuclear Emergency Response Committee senior officer and expert groups on Fukushima Daiichi nuclear disaster in robust regime. Cooperation between IAEA, Ministry of Emergency Situations of Russia, and Ministry of Natural Resources of the Russian Federation is carried out on an on-going basis. At the initial stage, reports to Nuclear Emergency Response Committee senior officer are prepared and presented every hour.

in accordance with Rosatom order “On response to abnormal and emergency situations in Rosatom organizations” Situation and Crisis Center of Rosatom is to perform instruction on actions of operational duty shift of Situation and Crisis Center of Rosatom and Rosatom staff in case of abnormal and emergency situations in Rosatom organizations.

1-5 October Situation and Crisis Center of Rosatom staff took part in the exercise at the Kursk NPP with the use of Mobile Control Post means. It was the first time when Mobile Control Post was advanced from the point of its regular location to exercise venue with performance of all tasks scheduled for the exercise. Exercise control body and foreign observers highly appreciated actions of Mobile Control Post.
