Participation in Development of Plans, Programs, and Scenarios of Emergency Response Exercise and Drill

Situation and Crisis Center of Rosatom staff develops and hones their hand-on skills on how to act under emergency conditions, including possible radiological and radioecological consequences in course of their daily activities, in different training courses, and during industrial, interdepartmental, and international training exercises.

Situation and Crisis Center of Rosatom takes part in major combined exercises aimed at damage control and recovery after accidents with nuclear ammunition and nuclear waste, combating nuclear terrorism while transportation of nuclear ammunition by different means of transport. These exercises are hold together with RF Ministry of Defense, Ministry of Emergency Situations of Russia, Ministry of Internal Affairs of the Russian Federation, and Federal Security Service of the Russian Federation.

 

Integrated research command-staff exercise “Ural-99”

For the first time Situation and Crisis Center of Rosatom appeared in the Chelyabinsk Region in the role of the Crisis Center as part of integrated research command-staff exercise “Ural-99” on “Response & recovery from an accident while transportation of radioactive materials”. Operational groups of Ministry of Nuclear Energy units, governing bodies and a breakdown organization of south-ural railway of Ministry of communication lines of Russia, and Ministry of Emergency Situations of Russia experts also took part in the exercise. Representatives of enterprises and leaders of Ministry of Nuclear Energy accident rescue groups, representatives of related federal agencies of executive authority, inspectors from France and Kazakhstan took part in the capacity of observers.

During the exercise all the stages of response and performance of work on recovery from a radiation accident were simulated. Experts from Situation and Crisis Center of Rosatom developed information interoperability system and successfully managed an issue with team-work of different ministries and departments at the regional and federal levels. During the exercise organization of operational intercommunication system and data transfer in the field was carried out with the use of satellite communication system in Situation and Crisis Center of Rosatom.

 

Novosibirsk, May 2002

Novosibirsk, May 2002

In May 2002 there was exercised the terrorist group train derailment with nuclear materials in Novosibirsk. As per the legend of the exercise the car was derailed and a fire broke out as a result of terrorist attack. It was necessary to stamp a fire out, to provide radiation safety of the area, and to warn the population.

Besides experts from Ministry of Nuclear Energy, the Ministry of the Interior of the Russian Federation and Ministry of Emergency Situations of Russia forces as well as Mayak Production Association operational group, mobile refueling equipment heavy rescue team, All-Russian Scientific Research Institute of Technical Physics professional unit, and a breakdown organization of Russian Railways south-ural railway also took part in the exercise. Partners from France and Kazakhstan again took part in the capacity of observers.

 

Integrated emergency response exercise at the Beloyarsk Nuclear Power Station

Integrated emergency response exercise took place at the Beloyarsk Nuclear Power Station in September 2004. According to the scenario of the exercise radioactive sodium leaked in the working area as a result of pressure loss in primary sodium pipeline of the Beloyarsk Nuclear Power Station tank. Operative staff of the power unit stopped the unit with the fast-acting emergency protection, but due to incomplete closure sodium efflux was not entirely stopped, and the nuclear environment kept worsening. Emergency shut-down mode was announced at the station, as well as launched a scheme of staff protective measures, and its evacuation. More than 1200 of experts and 89 custom vehicles units were sent to the Sverdlovsk Region for the recovery from an accident.

Besides Situation and Crisis Center of Rosatom group the following units also took part in the exercise: emergency group for nuclear power stations; representatives of Novovoronezh Emergency Technical Center and Snezhinsk Emergency Technical Center; All-Russian Research Institute for NPP Operation; Experimental Mechanical Engineering Design Bureau; Institute of Physics and Power Engineering (State Science Center); NPO “Taifun”; Nuclear Safety Institute, Russian Academy of Sciences; units of engineer and chemical troops of the Ministry of Defense and Ministry of Emergency Situations. Foreign experts from the USA, France, China, Ukraine, and Armenia observed the tactic. In the course of the exercise availability of Situation and Crisis Center of Rosatom software & hardware complexes and communication system was checked for work in consolidated information area with emergency response participants.

 

Emergency response exercise at the Kalinin Nuclear Power Station

Emergency response exercise at the Kalinin Nuclear Power Station took place in October 2006. The following situation was simulated: immediate demultiplexing of steam generator collector in power unit. The pile assembly was immediately stopped with emergency shutdown control, and safety system means were launched, but there broke out a global breakdown of different equipment components at the station, and according to the exercise plan it was impossible to avoid atmospheric emissions.

Group of Situation and Crisis Center of Rosatom representatives facilitated mobile conference for the Station representatives to make immediate decisions.

 

Scheduled integrated emergency response exercise at the Leningrad Nuclear Power Plant

Scheduled integrated emergency response exercise took place at the Leningrad Nuclear Power Plant in the town of Sosnovy Bor in September 2007 with the participation of Situation and Crisis Center of Rosatom staff and observers from the Baltics and France.

In the course of the exercise there was simulated NPP accident “with numerous entries” such as tank explosion, and cooling pipe breakage with simulation of active vapor emission. There was organized evacuation of the part of Sosnovy Bor population and of station staff.

In the area of the accident there were raised crossing points, radiation dose stations and stations for decontamination of people and machines.

Besides Situation and Crisis Center of Rosatom a lot of auxiliary forces and resources were involved in the exercise: emergency group for nuclear power stations; Rostekhnadzor; Federal Service for Hydrometeorology and Environmental Monitoring; All-Russian Research Institute for NPP Operation; All-Russian Scientific Research and Design Institute for Energy Technology; Russian Nuclear Center “Kurchatov Institute”; Research and development Institute of power energy; Nuclear Safety Institute, Russian Academy of Sciences, and other groups.

 

Scheduled integrated emergency response exercise at the Volgodonsk Nuclear Power Plant

Integrated emergency response exercise took place at the Volgodonsk Nuclear Power Plant in 2007 with the participation of foreign observers. In the course of the exercise there was checked the efficiency of NPP accident-prevention system and response in case of emergency.

The following authorities took part in the exercise: emergency group for nuclear power stations; Crisis Center of Rosenergoatom; Rostekhnadzor; Federal Service for Hydrometeorology and Environmental Monitoring; Novovoronezh Emergency Technical Center; Russian Nuclear Center “Kurchatov Institute”, and others. Altogether there were several hundreds of people involved in the exercise, including foreign experts and observers, and a lot of instruments and machines.

According to the scenario of the exercise there was a hypothetical accident beyond design basis in the power block No.1 of the Volgodonsk Nuclear Power Plant with multiple equipment failures and severe consequences for staff and environment. Moreover, the scenario of this emergency situation was unknown to its participants.

 

June 2008, the Balakovo Nuclear Power Plant

As part of special tactical exercise on anti-terrorism security at the nuclear power station emergency response drill took place at the Balakovo Nuclear Power Plant in June 2008. Its organizers had to check the availability of civil defense units of the nuclear power station for prevention of emergency situation and to work out cooperation with specialized structures of the State Corporation.

Staff training was carried out in videoconferencing mode with the participation of the Balakovo Nuclear Power Plant governing body, Situation and Crisis Center of Rosatom and Crisis Center of Rosenergoatom.

As part of the training there were also checked efficiency and availability of technical support industry expertise centers, working capacity of software and hardware complexes and telecommunications under the conditions of communication in abnormal situation. In the estimation of specialists ‘work in consolidated information area was coherent and quick, actions of the exercise participants at the Balakovo Nuclear Power Plant do not require additional adjustment’.

 

2009

In 2009 there were carried out about 100 of exercises, trainings and communication channels testing and operative dispatching service and duty-dispatching service on the industrial, federal, and international levels;

There was carried out the acceptance and approval of control and warning signals, transmissed from the Report Center of the Administration of the President of the Russian Federation and from the town emergency control station of the Ministry of Emergency Situations of Russia (4 signals from the control station and 1 signal a month from the report center);

Besides:

there have been worked out the emergency alert procedures, including execution of functions of the National Warning and Communication Point under international agreements and conventions (carried out three Convex 1а exercises (communication test on access to secured ‘recovery’ IAEA website), Convex 2b (testing of cooperation, alert, and proper use of ENATOM report forms on ENAC website, carried out by the Incidents and Accident Situations Center of IAEA in accordance with EPR governing body – ENATOM 2004) four as part of IAEA and four communication tests with KINS (Korea Institute of Nuclear Safety) on the process of test messages exchange).

 

30 May 2012, demonstration special tactical training exercise

On 30 May 2012 during the academic alignment meeting on “Topical issues of State Atomic Energy Corporation ‘Rosatom’ emergency prevention and control system state and development” demonstration special tactical training exercises on “Actions of Branch System of Prevention and Response to Emergency Situations forces and facilities of object, branch, and territory levels aimed at recovery from an accident coming from shipment of radioactive materials and articles made therefrom” was carried out with the help of Mobile Control Post of State Atomic Energy Corporation ‘Rosatom’, Situation and Crisis Center of Rosatom, Emergency Technical Center of Minatom of Russia (St. Petersburg), OJSC Machine Engineering Plant in coordination with territorial bodies and forces of Ministry of Emergency Situations of Russia.

Traveling operational group of Situation and Crisis Center of Rosatom (12 persons and 6 units of automotive vehicles) took part in the exercise to demonstrate actions and technical abilities of State Atomic Energy Corporation ‘Rosatom’ Mobile Control Post in the area of an accident, which includes organization of videoconferencing.

In the period from 1 to 5 October 2012 forces and facilities of the functional subsystem aimed at prevention and control of emergencies of the State Corporation took part in integrated emergency response exercise with emergency group for nuclear power stations at the Kursk Nuclear Power Plant.

 

Mobile Control Post

The distinguishing feature of this exercise is that under integrated emergency response exercise abilities of Mobile Control Post were tested with operating control transfer from the permanent disposition of Situation and Crisis Center of Rosatom to Mobile Control Post in the context of non-standard emergency situations and influences over Nuclear Power Plants in accordance with “Plan of State Corporation main activities in the area of civil defense, prevention and control of emergencies, ensuring the fire safety for 2012”.

Staff of the Kursk Nuclear Power Plant and Rosenergoatom, State Corporation main control room, experts of technical support center, Emergency Center of accident rescue service and Mobile Control Post of the State Corporation, NPO “Taifun”, Russian Nuclear Center “Kurchatov Institute”, Federal Medical and Biophysical Center (Federal Medical and Biological Agency), Nuclear Safety Institute, Russian Academy of Sciences, Rostekhnadzor Information Analysis Center, operational military forces of the Ministry of Defence of the Russian Federation NBC Protection, Ministry of Emergency Situations of Russia, forces and facilities of the Kursk Region took part in the exercise.

The total amount of the exercise participants is about 1500 of people and more than 150 of custom vehicles units.

Moreover 27 experts from 15 countries took part in the exercise in the capacity of observers.

At the same time there was used and examined at work branch system of prevention and control of emergencies in organizations (on sites) administered and being within the scope of the State Atomic Energy Corporation ‘Rosatom’ activity, gained experience of practical work sectoral commission of the State Corporation and group of experts.

During the exercise there was established cooperation of Nuclear Emergency Response Committee with 10 federal agencies of executive authority involved in the exercise at the Kursk Nuclear Power Plant, including the Ministry of Foreign Affairs of the Russian Federation.

Under compliance with international obligations of Russia according to the Convention on Early Notification of a Nuclear Accident and Convention on Assistance in the case of Nuclear Accident or Radiological Emergency the State Atomic Energy Corporation ‘Rosatom’ functioning as National Competent Body of the Russian Federation carried out information exchange under the established procedures with Incident and Emergency Center of IAEA (information transfer by means of EMERCON, in SRF format – primary message about simulated radiation accident and after detailed situation assessment by the experts – GENF “general emergency situation”). This type of messages is used by National Competent Bodies of states, having nuclear installations with risk category I or II according to IAEA standard (GS-R-2).
