Situation and Crisis Center of Rosatom provides creation, operation, and evolutionary development of Information and Communication Network for Nuclear and Radiation Safety.

Information and Communication Network for Nuclear and Radiation Safety provides complex automation of industry control tasks on the basis of unified information environment with modern level of communication organization, communications, processing, and data management. Information and Communication Network provides Rosatom central office, industry enterprises and organizations with stable, continuing, and operational communication under any conditions, including abnormal and emergency situations on sites.

High-priority task of the system is to provide automated collection, process, analysis, and evaluation, consolidation and presentation of information on general industrial technological, nuclear technological and ecological parameters and data for the purpose of operating efficiency enhancement of Rosatom central office in the process of decision making on industry management, also by means of routine tasks automation and electronic document management organization, including immediate response to abnormal and emergency situations under Branch System of Prevention and Response to Emergency Situations.

Rosatom Information and Communication Network for Nuclear and Radiation Safety is a unified integrated environment aimed at industry Nuclear and Radiation Safety ensuring, which includes data communication networks and systems (telecommunication aspect), basic and system applications, hardware computational capability, data storage systems, business applications and designated industrial automated and information systems of Situation and Crisis Center of Rosatom.

Information and Communication Network for Nuclear and Radiation Safety structurally consists of central node, communication terminals on industry enterprises and communication system with multilevel topology

Central node of Information and Communication Network for Nuclear and Radiation Safety consists of the following complexes and systems:

  • computer complex;
  • industrial research and information data bank;
  • telecommunication complex;
  • communication systems;
  • departmental technological satellite network;
  • collective information presentation system;
  • engineering systems.

Telecommunication network of Information and Communication Network for Nuclear and Radiation Safety was created for secure cooperation with industry enterprises. Communication with territorially remote nodes of Information and Communication Network is provided by means of departmental technological satellite network, optical communication links and public telecommunications networks.

Technological system of Rosatom Information and Communication Network consists of:

- Central node of Information and Communication Network for Nuclear and Radiation Safety Local Area Network (buildings No. 1 and 2 of Rosatom central office);

- telecommunication aspect of Information and Communication Network communication terminals;

- WAN communication links (departmental technological satellite network, leased, in-house)

Rosatom communication terminals of Information and Communication Network for Nuclear and Radiation Safety currently count more than 50 objects, including nuclear and radiation hazardous sites connected via satellite and ground communication circuits (via both in critical situations).

Information systems functioning in Situation and Crisis Center of Rosatom are located in highly reliable data processing centers and designed for Nuclear and Radiation Safety assurance of industry nuclear and radiation hazardous sites, and for daily operations support.

General information systems of Situation and Crisis Center of Rosatom:

RS

Reporting system is the mean of immediate automated reports reception, visual display of situation, registration and accumulation of information on state of controlled nuclear and radiation hazardous sites. The system also allows to receive sampled data for a specified time period, by organizations, by event classes etc.

NPP

System of reception and display of immediate information on NPP operation allows to display on an on-going basis dynamic and comparative data on units capacity, electricity output, inert gas emissions, report on NPP operation with data on installed and available capacity, show if power-generating units and core equipment is under repair, operation with dispatching limitations.

ATSS

System of automated control and organization of safe environment for restricted articles transportation with display of traffic route on electronic map online.

EAS

Emergency alert system provides automatic voice announcement for the members of Nuclear Emergency Response Committee, Nuclear Emergency Response Committee Expert Group, and staff of Situation and Crisis Center of Rosatom in case of abnormal or emergency situation regime with automated completion of calls to specified user groups and record of reporting delivery confirmation.

MM

System of monitoring and processing of profile information of electronic mass media using computer-aided procedures, including video and audio information record for further analysis and long-term storage.

ICS

Inquiry and communications system provides operation units of Situation and Crisis Center of Rosatom with necessary for their activities information on industry enterprises, associated ministries and agencies, foreign and international organizations and IAEA units.

FIS

Federal automated information system of government nuclear materials control and accounting is designed for information support of government nuclear materials management and illicit trafficking prevention. For the purpose of governmental accounting and control over nuclear materials under federal information system the following problems are solved: analysis of nuclear materials condition, accumulation and arrangement of information relating their availability and traffic in Russia, provide public authorities with necessary statistics and accounting information to help them perform their duties.

Protection of audio and video conferencing in Information and Communication Network for Nuclear and Radiation Safety

To accomplish operational administration paradigm in a modern dynamic world operational efficiency of managing geographically distributed enterprises requires implementation of state-of-the-art IT solutions.

Systems of audio and video conferencing are widely used in order to provide operational administration. Economic efficiency necessitate construction of such systems on the basis of public domain network usage technology. Such a decision requires understanding that information transmitted via these channels is confidential, and must be protected accordingly. While accomplishment of audio and video conferencing protection the following problems shall be solved:

  • Audio and video conferencing system doesn’t have built-in information protection.
  • Audio and video conferencing system provides built-in information protection, but it doesn’t meet modern requirements (poor cryptography, closed coder/decoder units).
  • The protection system may delay audio and video conferencing. It has a negative impact on user friendliness, and sometimes causes refuse to use the protection system.
  • Audio and video conferencing system provides built-in information protection, which meets modern requirements, but doesn’t comply with the requirements of laws of the Russian Federation.

Situation and Crisis Center of Rosatom uses ViPNet Custom complex to organize protected audio and video conferencing system, which meets modern requirements and complies with the requirements of laws of the Russian Federation.

Proposed solution provides protection of audio and video conferencing system by means of VPN-network organization with the help of ViPNet Custom complex. This solution is unusual in such a way that ViPNet Custom complex provides creation of protected audio and video conferencing system based on both wire and wireless communication channels.

The solution developed and currently implemented in Situation and Crisis Center provides:

  • Unlimited number of audio and video conferencing nodes, protected by ViPNet CUSTOM complex
  • Opportunity to organize both stationary audio and video conferencing systems, and remote workspaces equipped with software components of audio and video conferencing system.
  • Fully-featured support of virtual addresses technology in multimedia SIP, SCCP (Cisco skinny), H.323 protocols.
