Key tasks and functions

Situation and Crisis Center of Rosatom is a structural subdivision of continuous availability of federal level Rosatom Branch System of Prevention and Response to Emergency Situations, which performs functions of everyday Branch System of Prevention and Response to Emergency Situations management body with regard to continuous availability and emergency response in critical situations for the purpose of:

  • staff and organizations territories defense from ES;
  • object preservation;
  • environmental protection.

The main goal of Situation and Crisis Center of Rosatom on the industrial level is to monitor state of radiation, ecological, technological, and other parameters of production and transportation security regarding restricted articles for the purpose of prevention of critical situations and recovery from nuclear accidents. Situation and Crisis Center of Rosatom carries out round-the-clock monitoring of technical condition and safety conditions at about 200 industry sites, including about 80 of nuclear and radiation hazardous sites. These are nuclear power plants, enterprises with nuclear research installations, nuclear fuel cycle and nuclear weapons complex enterprises, Atomflot ships with atomic energy facilities.

At the end of December 1999 operational-dispatching department was created within Situation and Crisis Center of Rosatom for the purpose of round-the-clock control of current situation at the enterprises and sites of Rosatom, evaluation of their Nuclear and Radiation Safety, and operating control of response measures for natural and man-made abnormal and emergency situations at nuclear and radiation hazardous sites. The department was at a later stage transformed into Rosatom Monitoring and Prompt Response Service which fulfills the following functions:

  • monitoring of technical condition and behavior of industrial enterprises and organizations, radiation, chemical, and ecological environment in sanitary protection zone and control areas of nuclear and radiation hazardous sites; monitoring of nuclear materials and radioactive materials transportation;
  • immediate response for abnormal and emergency situations, preparation of express information on nuclear environment for the Agency governing body, members of Nuclear Emergency Response Committee, and Nuclear Emergency Response Committee expert group;
  • information support and cooperation in the industrial response system for emergency situations and cooperation with operations control duty desks of industry enterprises and equivalent services in other ministries and agencies in the course of execution of reporting tasks and information analysis support for decision making.

Depending on the current situation at the enterprises of Rosatom and in the area of their location, and security status of nuclear and radiation hazardous sites in Russia and foreign countries the following functioning modes of Situation and Crisis Center are provided:

  • regular daily regime;
  • abnormal situation regime which includes high alert regime or emergency situation.

During regular daily regime the shift is carried out by three-member duty-shifts.

Situation and Crisis Center of Rosatom duty shift:

  • provides round-the-clock monitoring of nuclear and ecological environment at nuclear and radiation hazardous sites and adjacent territories;
  • provides security control during transportation of restricted articles, nuclear materials and radioactive materials;
  • provides situation reports on current operation of industrial sites;
  • carries out primary analysis of messages from industrial sites on emergency situation and displays summarized information to Rosatom governing body.

In case of emergency situation at industrial sites there’s an automatic alerting and gathering of members of Nuclear Emergency Response Committee, Situation and Crisis Center of Rosatom staff, and Nuclear Emergency Response Committee expert groups, reinforcement of duty shift, involvement of necessary experts of Situation and Crisis Center of Rosatom units and Rosatom.

Reinforced duty shift should receive and register operational messages on emergency (abnormal) situation, specify and estimate the situation, organize alerting in industrial, state, and international response systems, and provide information support and decision making support on interference measures.
