Cooperation with federal agencies of executive authority

Situation and Crisis Center of Rosatom on the federal level in the course of execution of operative duty service functions in Universal State System of Prevention and Response to ES provides cooperation with equivalent operative and operations control duty desks of federal executive authorities on events relating nuclear and radiation hazardous sites functioning safety that are under the supervision of Rosatom and other federal executive authorities.

Situation and Crisis Center of Rosatom duty officers provide constant communication with equivalent bodies of Administration of the President of the Russian Federation, Government of the Russian Federation, Governmental Entities, and federal executive authorities.

In case of abnormal situation at the controlled site telephone and fax communication from this site on the current situation comes to Situation and Crisis Center of Rosatom duty officer.

Situation and Crisis Center of Rosatom duty officer informs Rosatom governing body on the current situation at the alarm object, after which Nuclear Emergency Response Committee governing body and Rosatom experts receive necessary information in the Situation room for evaluation of the situation and elaboration of the decision on the emergency response level. By order of Nuclear Emergency Response Committee managing director (deputy administrator) Situation and Crisis Center of Rosatom duty officer switches on emergency alert system for gathering of Nuclear Emergency Response Committee members and competent professionals of expert groups. Situation and Crisis Center of Rosatom regular staff provides fail-safe operation of required Situation and Crisis Center of Rosatom engineering software tools.

In case of abnormal situation Situation and Crisis Center of Rosatom besides its usual tasks in regular daily regime provides information analysis support of activity and decision making by Nuclear Emergency Response Committee.

On the industrial level

  • provision of operative communication with alarm object and monitoring of technological security parameters
  • information support for Branch System of Prevention and Response to Emergency Situations and Nuclear Emergency Response Committee expert group regulatory body
  • reporting and cooperation support with technical support centers and relevant industry research institutes, accident rescue service (emergency rescue system) units

On the federal level

  • cooperation organization with Rosatom technical support centers and operative duty service and operations control duty desks of federal executive authorities
  • informing of federal executive authorities under the established procedures
  • forces and facilities response coordination participating in recovery from an accident

On the international level

  • information exchange as part of IAEA in set formats
  • execution of National Warning and Communication Point functions on behalf of State Atomic Energy Corporation ‘Rosatom’ (RF Government Regulation of 23 November 2009 No. 949, order of 8 July 2011 No. 1/98-P)

On this stage Situation and Crisis Center of Rosatom carries out its activities in cooperation with enterprises and organizations, crisis centers and emergency centers and emergency rescue teams of State Corporation accident rescue service, federal nuclear centers and State Corporation design institutes, and with technical support centers such as Kurchatov Institute Russian Research Center, Nuclear Safety Institute (Russian Academy of Sciences), NPO “Taifun”, Federal Medical and Biological Agency of Ministry of Health of the Russian Federation.

On the basis of information acquired from alarm object or from Situation and Crisis Center of Rosatom, governing body of the State Corporation reports on the current situation to Presidential Administration, relevant federal executive authorities, emergency centers, technical support centers, relevant authorities of international organizations and foreign countries.

From the moment of Situation and Crisis Center of Rosatom transition into high alert regime or emergency mode, technological and radiation information from this object is transmitted into Situation and Crisis Center of Rosatom in expanded monitoring mode, information on meteorological conditions in the area of alarm object location and additional information (including information from relevant technical support centers) is processed in Situation and Crisis Center of Rosatom and is transmitted in certain formats to communication means, located in Situation room of Situation and Crisis Center of Rosatom.

Discussion of the situation at the alarm object by the State Corporation governing body (Nuclear Emergency Response Committee), members of relevant expert groups (including emergency group for nuclear power stations) and technical support centers experts is carried out with the use of audio and videoconferencing systems.
