According to Federal Law No. 21 “On nuclear energy use” public control over nuclear environment at the territory of the Russian Federation is carried out for the purpose of early recognition of nuclear environment changes, evaluation, forecasting, and prevention of potential adverse effects of radiation exposure for the population and environment, and for the purpose of systematic provision of relevant immediate information to Governmental Entities, regulatory agencies of nuclear energy use, the government regulatory agencies of safety for nuclear energy use and organizations for necessary actions to prevent or reduce radiation exposure.


Automated radiation situation monitoring system of State Atomic Energy Corporation “Rosatom” (industrial automated radiation situation monitoring system) is one of the most important subsystems of unified state automated radiation situation monitoring system.


Industrial automated radiation situation monitoring system is designed to timely detect radiation accident in the location area of nuclear and radiation hazardous sites of nuclear industry and to organize effective response which shall greatly reduce economic and any other losses as a result of accident aftermath and provide implementation of international agreements with regard to information alert on radiation accidents.


Industrial automated radiation situation monitoring system provides::

  • control of radiation and meteorological situation at nuclear- and radiation-hazardous sites and adjacent territories in sanitary protection zones and control areas;
  • processing, analysis, and visualization of controlled physical quantities: ionization exposure rates of atomic radiation; gas-aerosol emissions and liquid dropping; meteorological parameters; concentration of fluorhydric acid in the atmosphere;
  • automatic signaling in case of  any system transition in emergency operation;
  • radiation monitoring data transfer to other Ministries and Agencies and organizations under the State Corporation commitment.

 

On the basis of this data operative duty shift of Situation and Crisis Center of Rosatom makes a decision on alert of Nuclear Emergency Response Committee governing body (State Atomic Energy Corporation “Rosatom” CEO is the managing director of Nuclear Emergency Response Committee by virtue of his position) upon abnormal/ emergency situation on any of controlled sites.

 

At the present time object automated radiation situation monitoring systems integrated into industrial automated radiation situation monitoring system of State Atomic Energy Corporation “Rosatom”, having nuclear environment control stations on working sites function in location areas of main State Atomic Energy Corporation “Rosatom” nuclear- and radiation-hazardous sites:


Situation and Crisis Center of Rosatom functions as industry center of information acquisition and transfer on nuclear and meteorological situation in the location area of nuclear and radiation hazardous sites of industry enterprises (as part of industrial automated radiation situation monitoring system and unified state automated radiation situation monitoring system).
Data from NPP automated radiation situation monitoring system is transferred to Situation and Crisis Center of Rosatom by the Crisis Center of Rosenergoatom. Situation and Crisis Center of Rosatom provides control of radiation situation and chemical pollution on the industrial level with the help of information analysis system and provides:

 

  • data of radiation, chemical, and meteorological monitoring from automated radiation situation monitoring system stations, located on working sites, in sanitary protection zones and control areas of State Corporation sites, governing body and authorized members of Nuclear Emergency Response Committee,
  • data of radiation and meteorological monitoring from automated radiation situation monitoring system stations located in sanitary protection zones and control areas of State Atomic Energy Corporation “Rosatom” sites, to Federal Information Analysis Center of unified state automated radiation situation monitoring system,
  • data of radiation monitoring from automated radiation situation monitoring system stations located in sanitary protection zones and control areas of State Atomic Energy Corporation “Rosatom” sites for the website.

 

Development of industrial automated radiation situation monitoring system went further in the course of the following set of works:

  • modernization of automated radiation situation monitoring system in the line of increase of number of monitored items, detecting means of source information on radiation monitoring and system enhancement (particularly structure and sources quantitative characteristics of potential radiation pollution of environment);
  • provision of automated radiation situation monitoring system software technical infrastructure;
