Mission

Federal State Unitary Enterprise “Situation and Crisis Center of Federal Atomic Energy Agency” (hereinafter – Situation and Crisis Center of Rosatom) was created pursuant to the Ministry of the Russian Federation for Atomic Energy order of 15 October 1998 No. 676.

Pursuant to Russian Federation Presidential Decree of 20 March 2008 No. 369 the enterprise is subordinate enterprise of State Atomic Energy Corporation “Rosatom” (hereinafter – Rosatom).

Situation and Crisis Center of Rosatom was created for efficiency enhancement of nuclear energy use management and development of Branch System of Prevention and Response to Emergency Situations in agencies and corporations, subordinate enterprises and organizations under the jurisdiction of Rosatom (formerly Ministry of the Russian Federation for Atomic Energy) and within the scope of its activity.

Situation aspect

As part of situation aspect Situation and Crisis Center of Rosatom provides overall round-the-clock monitoring of radiation and nuclear environment on industry sites, condition monitoring of enterprises and sites, including adjacent territories; transport condition control over nuclear and radioactive materials, nuclear materials control and accounting; development of Information and Communication Network for Nuclear and Radiation Safety, express analysis and delivery of information to governing body and members of Nuclear Emergency Response Committee, experts and other authorized users; provision of access for industry enterprises to Information and Communication Network for Nuclear and Radiation Safety data collection.

Crisis aspect

Crisis aspect of Situation and Crisis Center of Rosatom includes emergency response and announcement for members of Nuclear Emergency Response Committee and ensuring the fire safety of Rosatom and expert groups of Nuclear Emergency Response Committee, monitoring of radiation environment in sanitary protection zone and control area of alarm object; preparation of necessary information on the object, and its delivery to Nuclear Emergency Response Committee and expert groups of Nuclear Emergency Response Committee for managerial decision making; participation in management of emergency response exercises and trainings; coordination of works on development of prevention and emergency response system of Rosatom.

Under management structure of Rosatom reform, repeated growth in production and construction of nuclear power generation complex, and expansion in the world market Nuclear and Radiation Safety issues, including on-line monitoring of nuclear and radiation hazardous sites and research and information support of Nuclear Emergency Response Committee activity in everyday and emergency mode become critical success factor of nuclear industry development.
